Connected account

Create a connected account (an end client you onboard to the settlement partner). Supply externalId for idempotent creates.Mint a settlement-partner ToS-acceptance session URL for this end client. Direct them to the returned URL; the settlement partner redirects back with ?tos_id=... — then call /tos-accepted (or pass tosId on /submit).
